I am Professor Emeritus of Economics at Queen's, but now work primarily as a practicing development economist—as a researcher, advisor, commentator, consultant and sometime journalist. I have worked in over 20 developing countries and enjoy the complementarities among my research, teaching and advisory work. The synergies can be seen in my academic research, journalistic commentaries and policy reports (see Writings). Fundamental academic contributions in fiscal decentralization, cost-benefit analysis and corruption have been widely quoted and reprinted. My recent work has concentrated on general governance issues and on trade, regulatory, fiscal and industrial policies (see News). Since taking early retirement from Queen's I have been living in Bangkok, my base for reading, writing and doing interesting advisory work wherever it might be. |
