Personal Information

Since 2001, I have been a Senior Fellow of John Deutsch Institute International at Queen’s University. Prior to coming to Queen’s, from 1996 to 2000 I was a research Fellow at Harvard University’s International Tax Program and the Harvard Institute for International Development (HIID). During that period, I taught tax analysis, revenue forecasting and investment appraisal at HIID. In 2004-2005, I taught fiscal policy: principles and practice, and investment appraisal at Graduate Institute of Finance, National Chiao Tung University in Taiwan. I also worked as a consultant on tax reform and tax analysis in Belize, Dominican Republic, Ghana, Guyana, Indonesia, Nepal, People’s Republic of China, Sri Lanka, Taiwan, Tanzania, Ukraine and Vietnam. I have worked for 30 years on issues concerned with project appraisal and cost-benefit analysis in Argentina, Canada, Chile, South Africa and Uruguay. While working in the Canadian Federal Government, I undertook the evaluation of several major public sector investment projects and was a manager in the Department of Finance, Ottawa. I first received a B.A. and a M.A. in Economics from National Taiwan University and then completed a M.A. and a Ph.D. in Economics from the University of Western Ontario. (See attached CV (pdf))
