The data used in the article are from the American Housing Survey (AHS), National Version, 1985, 1989, and 1993. The sample selection rules are the following: The sample data is based on owner-occupied houses (ten=1) in the cluster sub-sample (rurrec>=2), with occupied regular interview (istatus=1), in an smsa (smsa<9999), with owner-assessed value > $10,000. The number of houses in each cluster must be greater than 4 and less than 15. To be in the sample the household must report positive income and must have non-missing values for other explanatory variables. This results in a sample of 7,174 observations. The data file is an ASCII file (in DOS format) called neigh.data. There are four lines for each observation. It is zipped in the file neighdata.zip. Unix users should use "unzip -a".
