The unit of observation (identified by number, while the time dimension is identified by time) is a concession contract, with a number of time invariant characteristics and one key time variant characteristic, which is the possible occurrence of a renegotiation of this contract at some point in time. Moreover, there are a number of country-level time-variant variables. The data are organized with observations in rows, by ascending number and then by ascending time, and variables in columns.
