We use the data analysed by

The data are at the municipality level for the Paris region observed
between July 1993 and June 2003. The enterprize zone program
(treatment) was put in place on January 1, 1997. There are 148
municipalities observed.

Data are organized in the form of a long panel, where columns represent
variables and rows represent observations. Variable names and
descriptions are provided below.

These data are in the file pw-data.csv, which is an ASCII file in DOS
format. The data are zipped in the file pw-data.zip. Unix/Linux users
